‘Whipping Boy’ to Front-Runner: BtR a Clear Winner in Federal Budget

Australia’s housing sector is in a state of cautious recalibration. The federal government’s sweeping tax changes to investment property, still pending Senate passage, have sent ripples through every corner of the market. But according to Charter Keck Cramer national executive director Richard Temlett, not all ripples are equal. Some are creating opportunity; others are sending capital looking for the exits. The clearest beneficiary, Temlett told The Urban Developer , was institutional-grade, multi-family build-to-rent. Long treated as something of a “whipping boy” by the tax system, Temlett said, build-to-rent now finds itself structurally carved out from the new investor burden — a pivot that is already reshaping conversations with capital. “The financial economics actually work more now, and more scale can get delivered,” he said. As mum-and-dad investors weigh divesting rental stock, the institutional build-to-rent sector stands to absorb both displaced tenant demand and the appetite of capital seeking certainty. That same search for certainty is also reshaping the greenfield market. House-and-land products, particularly in the sub-$1.1 million price band, remain more insulated than many anticipated. Investors can still access capital growth via the land component, and Temlett said activity in this segment has held up, with some buyers viewing the current window as one of the last moments to move before conditions shift further. “Investors can still get a good investment, especially where they get the land component,” he said. Another sleeping giant could be the rise of horizontal build-to-rent, which to date has failed to gather pace in the Australian market compared to the mature, institutionally backed single-family build-to-rent market in the United States. Temlett said this was an underappreciated consequence of the reforms: the same build-to-rent tax carve-out that benefited apartment towers would apply equally to houses and townhouses in greenfield estates. With lower construction costs, stageable delivery, and enabling infrastructure already in place in many growth corridors, he sees this as a compelling play for developers and institutional capital alike. ▲ Investors are likely to move to house and land markets such as Mandalay, Beveridge (pictured). “There are already developers trialling it in their estates,” Temlett said, “and capital flowing into this space could grow — particularly as apartment tower risk looks more daunting.” Yet for all the emerging opportunity, Temlett is measured about how quickly conclusions can be drawn. The legislation has not yet passed the Senate . The overlap of rising cash rates, weak consumer sentiment, and the budget changes makes it near-impossible to isolate any single variable’s impact on auction clearance rates or project viability in the current market. “You can’t just point at auction results and say, there — that’s the budget,” he cautions. Capital is also eyeing the political horizon, with the Liberal Party’s declared opposition leaving some developers holding off project launches entirely, betting on a policy reversal. What is already emerging is a short-term tightening of the rental pool. As older, mum-and-dad-owned rental stock transitions to owner-occupation, the replacement supply will be slower, patchier, and in different locations. The mismatch between where rental stock exits the market and where new supply eventually lands will force genuine behavioural shifts in where and how Australians choose to live. The long game, he said, hinged on two things: legislative clarity and better public communication. Until both arrive, he said to expect capital to remain cautious, feasibility tests to be stress-tested across multiple scenarios, and tax lawyers to be very busy in the interim.
